Obama was asked today in a letter to Boehner and the Republican majority leader in the Senate Democrat, Harry Reid, addressing the two houses next Wednesday to present his plan for employment on a date that coincided with the celebration a televised debate among Republican candidates for president.
In his response letter, Boehner tells the president that it is better to hold the speech on Thursday, September 8, due to the complexity of the calendar.
Among other things, the Speaker of the House argues time constraints to implement necessary security measures during a presidential visit to Congress.
"It is my recommendation to hold his speech the next night," said Boehner, who adds: "I respectfully invite him to address a joint session of Congress on Thursday September 8 at the House of Representatives."
Boehner's refusal is a public slap to the White House, which had reported Obama's request before the consent of the leaders of both houses of Congress.
Usually, the White House and Congress privately negotiated a date for such hearings before making them public.
The President's appearances before both houses of Congress are rare, except for his State of the Union in January in which he outlined his program for the year, and are reserved for issues considered of particular importance to the country.
In his letter to congressional leaders, Obama explained that he would submit a series of "bipartisan" Congress can take immediately to boost U.S. economy
"Our country faces unprecedented economic challenges and millions of Americans are hard workers looking for jobs, he added Obama.
It was hoped that in his speech, with which the President will open the new political year, Obama put forward proposals to stimulate the economy as investments in infrastructure or tax relief.
According to the date proposed by the White House, the speech would take place while at the Ronald Reagan Presidential Library in Simi Valley, California, the Republican contenders for the presidency next year, held a televised debate.
In his daily briefing, the White House spokesman, Jay Carney, said Obama decided to present its plans in a speech before Congress because, in order to implement their proposals will require the approval of the Legislature.
"He believes that this framework is appropriate for actions to be undertaken," he said said.
Carney also said that to decide when the speech was not taken into account the Republican debate, but merely a "coincidence."
